Chinese Environmental Performance Audit System for Senior Officials

Objective
The China Council for International Cooperation on Environment and Development is the pre-eminent international body concerned with bringing Chinese and non-Chinese experts together to discuss matters related to China’s development and its impact on the environment. The Council conducts its work through expert groups commissioned to study and report on specific topics. In this instance, an expert group was formed to consider how China’s existing system of performance audits for senior government and government officials could be adapted to improve the country’s environmental performance. The group was co-chaired by Mr. Scott Vaughan, President of the International Institute for Sustainable Development and by Mr. Wang, Jinnan, Vice President of the Chinese Academy for Environmental Planning.
Our Role
Midsummer Analytics provided key support to the international members of the group, carrying out research into environmental experience auditing experience in countries outside of China, liaising with Chinese counterparts, making recommendations for the proposed environmental audit system and drafting the English version of the final report. Robert Smith was invited to stand in for Mr. Vaughan at the Annual General Meeting of the China Council in Beijing in December, 2014, where the study’s findings were welcomed by senior Chinese leaders (Vice Premier and Minister of the Environment) and the international members of the China Council.
