Measuring the Circular Economy in Canada

Objective
The Government of Canada has an active interest in the circular economy (CE), having implemented the CCME Canada-Wide Strategy on Zero Plastic Waste and planning to host the next World Circular Economy Forum in 2021. However, evidence to inform CE strategies in Canada is scare and studying the economy through a CE lens is new to decision-makers. For these reasons, Environment and Climate Change Canada required a review of the current definitions, approaches and data relating to the CE and recommendations for future CE measurement efforts in Canada.

Our Role
Midsummer Analytics, in partnership with Stratos Inc., provided Environment and Climate Change Canada with a proposed CE definition that reflected the objectives and strategic emphases of a CE. With this proposed definition in mind, a review of the existing CE measurement approaches and data in Canada was provided, along with detailed recommendations and priority actions for improving approaches towards and measurement of the CE.
