Assessing Economic Instruments for Achieving Lake Erie Phosphorus Targets

Objective
The goal of the Great Lakes Nutrient Initiative was to advance the scientific understanding of and policy response to algal blooms. In order to commit to the reduction of phosphorus in Lake Erie, there needed to be policy put in place to enforce the required behaviour changes. This study looked at key factors that would contribute to or prevent the occurrence of desired behaviour change. The study developed a framework model to predict the behaviour change that may occur as an outcome of use of a selection of economic instruments. To look at the likelihood of obtaining load reduction targets, this framework predicted the required average and marginal cost and level of adaption needed.
Our Role
The assessment of economic benefits associated with achieving phosphorus load reduction targets, as studied in this report, were linked to findings prepared for Environment and Climate Change Canada by Midsummer Analytics and EnviroEconomics in 2015. The present report, published May 2017, was lead by Greenland International Consulting Ltd. in association with Midsummer Analytics and EnviroEconomics.
